The best is to backup the entire system and restore it on the other server or domain, though it is might be difficult for a beginner. The advantage of this method is that all your setting, themes, plugins etc. can be exported, so you will have a clone blog which is totally the same as the original one.

Using the built in WordPress Tool
1. Log into WordPress and click on the tools tab, and then on export. As you can see, it allows you to export different sort of content. You can export your posts, comments, tags etc separately, but you can export your full blog, as well. Choose which you want to use and click on the “Download Export File button”. (As we want to export everything select the first option)
Wordpress will automatically generate the XML file which we will use for importing on your other blog. It will be saved on your computer.

2. Log into your new blog, click on the tools tab and then on import.
3. Within the import options click on the last one “Wordpress”. You will have to install the importer plugin. Then you should activate it and run it.
4. Next you will have to upload the XML file made on your old blog. Find it and upload it.

This is perhaps the simplest way to transfer your blog to another server, domain etc. But keep in mind, if your WP site is freshly installed, you will have to set it for your own needs, install the plugins etc. This technique can be used with the WordPress.com blogs, as well.
